تم يوم الإثنين 19 فيفري استدعاء الأستاذ أحمد رجب لمقر الفرقة المركزية للحرس الوطني بالعوينة للتحقيق معه بعد أن قدم وزير الفلاحة شكاية ضده. وقد أذنت النيابة العمومية بالاحتفاظ به على ذمة التحقيق لمدة 48 ساعة ليقف اليوم بتاريخ 21 فيفري 2024 أمام المحكمة الابتدائية بتونس وتم الإفراج عنه والإبقاء عليه في حالة سراح. واعتبر المجلس الوطني لعمادة الأطباء البياطرة أن هذه الحادثة سابقة في تاريخ تونس إذ لم يتم من قبل إيقاف رئيس هيئة من أجل مقال صحفي.

فقد تحدث أحمد رجب في المقال الصحفي بجريدة الصباح عن مدى خطورة انتشار مرض الحمى القلاعية والحمى المالطية في صفوف قطيع الأبقار والماشية. بالإضافة إلى تسجيل إصابات بداء الكلب تسببت في نفوق أكثر من 400 حيوان ووفاة 6 أشخاص في سنة 2023. كما صرح أن الجهات الرسمية المعنية تتكتم حول الموضوع وامتنع المسؤولون من المندوبات الجهوية للتنمية الفلاحية عن الإدلاء باي تصريح أو معلومة. كما تحدث حول مدى خطورة الاستعمال العشوائي للأدوية والمبيدات الخاصة بالخاصة الحيوانات والنباتات واستعمال أدوية مهربة وغير مراقبة تأثر على سلامة المستهلك وعلى على التوكيل الصحي ومشاكله.

انتهاكات حقوق الإنسان:

يعد ما صرح به الخبير ورئيس العمادة الوطنية للأطباء البياطرة من قبيل ممارسته لحقه في إبداء رأيه والتعبير بكل حرية، من بينه انتقاد ممارسات تستر الدولة التونسية بأجهزتها ووزارتها لا يستوجب محاكمته وعرضه على القضاء كمتهم بنشر وترويج أخبار زائفة، حيث إن مثل هذه التهم الكيدية التي تضرب بها السلطة الحالية كل من ينقدها. هي من قبيل الممارسات القمعية التي تهدف إلى انتهاك حرية الرأي والتعبير، بالإضافة إلى ما يشكله موضوع الشكاية المتمثل في الفصل 24 من المرسوم 54، النص القانوني الذي لا هدف منه سوى مزيد التضييق على حرية التعبير حد القضاء عليها أمام العقوبات المجحفة التي يتضمن عليها هذا المرسوم، هذا وإن ترصد الأشخاص وملاحقتهم قضائيا على خلفية آرائهم. يعد مخالفة للمادة 19 من ‏الإعلان العالمي لحقوق الإنسان حيث جاء بها لكل شخص الحق في حرية الرأي والتعبير، ويشمل هذا الحق حريته في ‏اعتناق الآراء دون مضايقة، وفي التماس وتلقي ونقل المعلومات والأفكار من خلال أي وسيلة إعلامية ودونما اعتبار للحدود.

The public prosecution authorized his detention for a pending investigation for 48 hours. On February 21, 2024, he appeared before the Court of First Instance in Tunis and was released on bail. In the newspaper article in Al-Sabah, Ahmed Rajab discussed the seriousness of the spread of foot-and-mouth disease and Brucellosis or Maltese fever among cattle and livestock. He also reported that rabies infections were recorded, which resulted in the death of more than 400 animals and 6 people in 2023. The statements of the President of the National Veterinary Deanship Council are part of exercising his right to express his opinion and speak freely, including criticizing the Tunisian state and its institutions and ministries, which does not require his prosecution and appearance before the judiciary as an accused of spreading and promoting fake news. The current authority uses Such malicious charges against everyone who criticizes it. They are practices aimed at violating the freedom of opinion and expression, including the subject of the complaint represented in 24 of Decree 54. It is a legal text that solely seeks to restrict freedom of expression further to the extent of its eradication, given the inequitable penalties entailed in this decree. The targeting and judicial pursuit of individuals based on their opinions contradicts Article 19 of the Universal Declaration of Human Rights, which states that everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive, and impart information and ideas through any media and regardless of frontiers.
